If don't ask, don't tell is repealed...?

Will DI's be able to make comments about being gay as and insult? This is a serious question, will they be able to yell things like "Pvt. do you suck *****?" and stuff. Kinda like in the scene of Full Metal Jacket during boot camp. If a DI said those things these days, he'd be kicked out in a second.
