Editinq photos? [20charcterss?]?

ok, i want to edit one of my myspace pictures with "blur blocks" like when you watch a television and they want to blur out the profanity or whatever. I've seen this on pictures and it looks cool and i want to do it for the background of one of my pictures. Is there an editing site where i can do this? thanks.
